I see the same thing on our network. The trick I learned was
to wait until the highlighting goes away on "New Folder" and
then re-select it and move the mouse away so you can rename
it. That seems to do the trick. You could also create a new
folder and immediately click somewhere else to force the
highlighting to disappear.
