Hate to say it, but on a PC box, even a very simple one, linux will
really do a better job at this sort of thing than any other OS, period.
Granted you need to be comfortable with the interface...

I haven't personally used any of these programs on Windows, but, I've
used IPNetRouter as a proxy program for an old Mac Quadra 650, and it
does an admirable job of serving to 3 computers with no complaints so
far. Took me a grand total of 5 minutes to set up, and that included
installing. It's running on System 7.6.1, and works very reliably, even
though the machine is regularly used as well for other things (I've had
no problems getting 180 KB/s sustained through it, on a single 10/T
interface, which is near the sustained limit of my Cable modem).
