Thank you all for your help. I have a new finding that make shed some light
(or more confusion):
I noticed that the file size of the same downloaded file was different when
downloading from Mac and from PC. So, I opened both files (one from PC and
one from Mac) with a text editor on Mac and the text look different too.

I then made a binhex file of a stuffit TeachText program
(TeachText.sit.hqx) and put it on our ftp site and downloaded it from both
Mac and PC. Comparing the file, the one downloaded from Mac looked the same
as original, but the one downloaded from PC was different. Here is a sample
of the first couple of lines:

1) Downloaded HQX file from Mac (same as the original)
(This file must be converted with BinHex 4.0)

I'm puzzled, but miraculously, Win version still can be decompressed to
TeachText but just no TeachText.sit..... Comparing the filesize: the one
downloaded from Mac is: 34991 byte; the one from Win: 25307 byte. The
missing part is probably critical to create .sit version from hqx file.

Anyone can offer an explanation or solution?
