This looks like a resource fork (note the SIT! at the beginning).

If the Win files size is smaller, that suggests to me that when you
download the .hqx on the Mac it stays an .hqx but on the PC the .hqx is
getting decoded, presumably to .sit regarless of what the filename
extension says.
