If all you're interested in is a file server for Mac and Windows, OS X can
be made to work but OS X Server comes with GUI tools to make setting it up
easier. Out of the box, only OS X Server lets you creates Mac shares other
than the User folders but any OS X can do it by editing info in the NetInfo
database. There's a 3rd party program called SharePoint which is a GUI for
doing such editing. For Windows file sharing, you need to add Samba and you
would probably want some GUI for managing that, such as SWAT.

There's very little that only OS X Server can do (I think NetBoot serving is
one), it's just a matter of Apple providing the software all in one package
and some of their own GUI apps for managing it.
