I am thinking about setting up a time server. Will the time server set the
time zone? Or just the time? And most importantly What software do you
folks recommend? And which platform (Mac/PC/Linux)?

On the Mac & PC: I want it to set "Set day-light savings time
automatically" and "Time zone" So that if someone accidently or otherwise
changes the time zone and time it will be reset. On the mac I know I would
have to set the time server option but what about the PC(Win95/98 & NT/2000)?
