I haven't set up a time server (per se), but I have used FileWave (software
management), which does something similar.
I'm pretty sure that in the Mac's date&time cp, you'll be able to control
the time, but not remotely-control the time zone. Although it may not apply
to your environment, this is actually a good thing (for people with laptops,
or WANs that straddle more than one time zone).
You *may*, however, be able to AppleScript the date&time cp to set the time
zone. I'm not sure how scriptable date&time is, but you could look into
that approach...
