[WinMac] Mousing in Win98

I have a Kensington Orbit track ball on a Dell Dimension with Win 98 SE.
I know this sounds nuts but it "feels" like the cursor hangs at window
and task bar boundaries when I'm moving slowly. Is this just a trackball
cleaning issue or is this some new feature of Win 98? All devices are
new and have less than 10 hours of use on them.
