miro 30 plus (www.miro.com) works with Premiere 5.1 on both platform. The
price is less $800 with a copy of premiere. (buy.com has it for
$763+shipping) The quality is pretty good.

If you have G3 or G4, you may buy iLink and connect it to firewire to
capture VHS to DV. Maybe you can open DV with QuickTime 4 on Windows.
