[WinMac] dual processors?

We're looking at getting a new Dell Workstation with a 733MHz processor
w/ 512MB of RAM. For an extra $1100 we can make it a dual processor but
is it worth it? We'll be running it with Windows NT Workstation (sp5)
and using large Photoshop files 20MB-100MB. Can the WinNT (or the new
upcoming Win2K) operating system take advantage of the dual processors?
Can Photoshop take advantage of the dual processors?
