I haven't tried just this, but Outlook 98's import-export wizard can
import Eudora mailboxes and address books. As far as I can make out, it
looks for an existing Eudora installation and grabs the stuff from that.

I don't know how it recognises an existing installation - at a guess by
the existence of the registry key My
Computer\HKEY_CURRENT_USER\Software\Qualcomm\Eudora - so it's probably
simplest to install Eudora Light on the PC.
On the PC, a Eudora mailbox seems to consist of two files (e.g. IN.MBX
and IN.TOC, OUT.MBX and OUT.TOC). Eudora seems to recognise all .MBX
files in its folder as mailboxes, and regenrates the .TOC files as
necessary, so you should only need to copy and rename the Mac
equivalents of the .MBX files. On the PC, these are to be text files, so
you may also need to convert the newlines from CR to CR+LF.
