A low level format sets each sector of the destination drive to 0 1st,
thereby detecting if there's any media problems (and, with good HD
programs, marking the bad sectors so you can safely use the drive). You'd
use that if you were troubleshooting a flaky drive, or if you wanted to
securely erase the data on a Hard Drive (it was used for confidential
info, and your selling the computer, for instance).
