[WinMac] email and calendars

I enjoy all the questions and comments. Time for me to stop lurking.

We are a school district and have recently converted our entire administration from Mac to Windows. We currently use a POP3 email (Netscape Message server), and have Office 97 on all our desks.
1. What is the best way for us to do group calendaring (for about 12 people in one site)? Exchange looks like an obvious solution, but is this the best and simplest to administer?
2. We are trying to maintain our crossplatform access to email as 2/3 of our district desktops are Mac, is there a good web based email program out there? It would be nice for teachers and others to be able to go to any machine and log on without dealing with configuration issues (we had this in our old First Class days.
3. Is there a bug in Outlook 97 for Windows when accessing email? A couple of our office clients who have Compaq laptops occasionally get messages about being out of memory and basically lock up and won't access the mail. We solve this now by accessing the mail once with any other email client and then return to using Outlook, which performs fine for a few weeks. Is Outlook 98 for Windows much of an improvement over Outlook 97?
