I have found that when composing a new message I can select the "Properties"
command, wherein the "Send Options" button gets me to a dialog with choices
for encoding options.

Similar choices can be made on a per-user basis when creating Personal
Address Book entries. Again, look for the "Send Options" button. The
choices are somewhat different and more confusing (to me anyway).

This applies to Outlook (Mac), Exchange Server Edition, version 8.0.1960.2
