I've not used Outlook myself, so I could be _way_ off target, but... on the
face of it, it looks like main issue here is one of beating Outlook's
built-in sort function. One way of doing this _could_ be to use a numeral
as the first character in the name of the address book you want on top.

If this works, should be possible to force the ten most frequently entries
to the top of the list, by using names starting with 0, 1, 2, and so on. In
Eudora (Mac), I force-rank my mailboxes this way.
