[WinMac] AppleTalk Not Getting Through

Devices using AppleTalk communicate well over our Ethernet network as
long as they are on the same floor. But when the devices are on different
floors they don't see each other even though they are on the same
network. What could be the problem? How could it be corrected? Are
there expert trouble shooters for this sort of thing? If so, how does
one find them?

Our network is primarily made up of Windows PC's with WindowsNT servers
and only a handful of MacOS sytems and Apple printers.
