NT FTP

I am not able to get FTP access to one of my NT servers. I've checked
everything I could possibly think of with no luck. When you attempt to log
in it fails as soon as you input the user password. Anonymous users cannot
log in either. The login fails for all users. This happens when logging
in from either a Mac or another NT machine.

What am I missing here? FTP is running but access is denied. Any help
will be appreciated!
