Assuming that you are using the FTP publishing service part of Windows NT IIS?

Are authentication method are you using? Domain, Local.. that can make an
effect on whom may or may not be allowed to connect the the FTP server.

Second, start the Microsoft Internet Service Manager. The three services
(gopher, ftp, and www) should show up. Double-click ftp.

The first tab enable anonymous access if you want it. Make sure that this
information is correct, and that you have a folder or two set-up with guest
access, in particular make sure that the \inetpub\ftp\ directory has guest
access and has not been disabled.

Lastly check the last tab "Advanced". This is were you can grant or deny
access to your ftp server based on IP address and subnet mask. Make sure you
have not granted or denied specific access.

Lastly, make sure that you account are all in proper working order, not
disabled etc, in the User Manager.
