Mac to PC file problems

The following problem was brought up by a friend of mine. Problem is
that when he receives or downloads PC files to a mac and then transfer
them to a PC or tries to use them on his 486 card the PC won't recognize
the formates (especially *.exe, *.dc and *.dxf, and *.zip). Seems to me
I had similar problems for a while that dissappeared for most
applications. I also remember that older mac communications programs
like smartcom had an option to turn macbinary transfer on and off.
Anyone have some suggestions or an explanation for these behaviors?

Incidentally, more recently though I don't personnally have problems
decoding or transfering most PC files from the net to my mac and then to
PCs (using floppies or zip disks). I have had problems downloading
upgrades and files for PC programs using Netscape 4.04 to my Mac.
Instead of getting a file capture I get a binary dump appearing on my
browser window. Any way get my mac browser to recognize that these are
file captures?
