[WinMac] CDs and DVDs play too fast?

I just got a Compaq Evo n410C 1.2 gHz PIII laptop. Both CDs and DVDs play too fast. DVD sound and video is synced, but at maybe 120% of speed. The machine has Win XP SP1, latest ROM, and XP updates. I have swapped DVD drives without success. My machine is not the only one doing it.

Any ideas?
