Several posters pointed you to the HTML solution on an ISO CD-ROM.
Fine as long as your filenames don't exceed 8+3. Because you can't be
sure that the target computer has Thomas Tempelmann's Joliet extension
(http://www.tempel.org/Joliet).

Others mention Toast. Toast is probably the reference in this domain.
But only runs on a Mac.

It is possible to do that on a PC with some software, in part. my
MacImage (http://www.macdisk.com/macimgen.php3). You can build with it
a hybrid image containing one set of files (files are/can be shared)
and an ISO catalog and a HFS catalog pointing to them. If you have to,
you can also install applications in the HFS view.
