We've been using an HP2500CP for many years and liked it so much we purchased a refurbished HP3500CP for a very good price. Grant it we didn't get the latest technology or a faster printer but the price was right. If you buy a plotter without the built-in rip then you'll have to purchase a hardware or software rip for it. Most plotters are either packaged with a rip or the vendor will have one that they like to sell with a plotter. If money is no object, I've seen the new HP5000 and it's fantastic!
