Yes you do get the latest OS9, and yes you can install it only on a
workstation, or use it from within OSX. This is my understanding.

I've been told by an OS X user that the OS X package includes an OS 9 CD.
Loading OS 9 along would allow you to run PhotoShop.
My disclaimer: I haven't obtained OS X yet and haven't personally
seen the contents of the Mac OS X package.
