    I'm pretty sure you'll need to use a DOS keyboard shortcut program, not a
    Windows one. One used to load these by first loading DOS, then running the
    command that installed the shortcut program (a "terminate and stay resident"
    program that loaded itself and then returned you to the DOS prompt) and
    finally loading the app one wanted to use.

    It's nearly ten years since I used one of these things, and I can't remember
    any names. I'd start by looking in DOS repositories (e.g. Simtel.net) with
    keywords like "keyboard" "shortcut" "TSR". If you find something that is
    compatible with DOS 5.x there's a good chance that it will work with Windows
    95 DOS mode even if not in a DOS window. It may also be compatible with your
    application.
