If you can get it on a Mac you could try Myrmidon. http://www.terrymorse.com/
I haven't tried it but I've heard good things about it and it has a fully
functional demo and it's cheaper than the alternatives (especially the
academic price) I've seen mentioned. There's specifically a comparative
example of Myrmidon converting a Quark document to HTML.

Myrmidon seems to use a lot of nested tables to create a similar layout.
Terry Morse Software also has a newer product called GoClick! which does
the same thing but uses layers (which require 4.0+ browsers).
