The answer is that our company's GAL grew dramatically because more
containers were added to the top level to make things easier for the admins
to manage. This caused an invisible memory overflow to occur preventing
access to the GAL. When memory was increased to 16000 k (yes, 16MB!!), the
GAL could be seen again.
