Probably. ACITS LPR is free. Amend that _was_ free. Grrr... Until last month,
it was freely available for personal and academic/non-profit use. The home
page for the software says it's free.

Their office of Technology Licensing got into the act and saw a
profit center :-(

Now it's fairly expensive, so take that off the list of alternatives.
