Look on the net for SOMARSOFT company's DUMPACL.exe.
It has a modest price -- and will list out all the files and protections.
Or, it will list only those files where the protection differs from
the parent directory's protection. Very useful.
     But you still have to *set* the protections one by one, as
far as I know.

Even with the above code, this is still true. I miss my DEC VAXes ....
