[WinMac] Windows startup screen

This is slightly off topic, but here goes. On a Mac, you can make a graphic
appear at startup by calling it StartupScreen and putting into the System
folder. I was wondering what is the same process for Win98?

I am trying to debug a pub;lic access computer that currently displays a
"Cover Girl" magazine ad instead of the Win logo on startup. I have found
three files called logos.sys logow.sys and (logo.oem?) that are all the
windows logo. They all seem to be where and what they should be. There does
not seem to be a reference to any other file in the ini files or the
msdos.sys file.

Am I missing an obvious place to look for this type of file? Also, I am not
having any luck trying to run dow the graphics file for the ad. An ideas
appreciated.

Cordially,
