I've had this happen with IPNetRouter for no particular reason, and here
was a solution that has worked for me every time I've had mysterious
problems with it:

Delete the config file that your using, and restart the computer. Then
make a new config file, setting up everything again...

This got kind of annoying after the 4th time it happened, but it did
work...
