Yes there is, it's called Character map, but it's inexplicably NOT
included in a custom install, I don't know about the standard (have
NEVER done one of those...I ALWAYS select custom install, Mac or PC).

If it's not on the Start> Programs >Accesories menu, you have to go to
the Add/Remove programs control panel, and click on the Windows Setup
tab. It's in the details under Accesories.
