I encountered this error when I tried to replicate the Netscape preferences
in order to allowed independent multi-user bookmarks, settings, etc. Seemed
Netscape didn't like having what normally in the System Folder: Preferences
split up. As I recall, I had to duplicate the entire Netscape Folder found
in the Preferences folder in order to make the warning message go away.

If you haven't done something deliberate as I did, maybe part of the
Netscape preferences is missing.
