This is what we do too. I can't imagine it being any other way. This
helps us keep strict control over who gets addresses too. If I, as the
person who doles out IP addresses assigns one and it appears to already be
in use, then we know someone has spoofed one and we can zero in on them.
It just helps keep everyone honest, especially on our Resnet.
