There is no =requirement= that a font be embedded in a PDF, it is only
possible (and good practice in a case such as this). There are obviously
numerous options that the person setting these up for the GPO had, and
ignored, that would have made this simpler for you. They didn't. You've
got the files. What to do?

I, like you, would have first guessed that the "M" in "MIonic" might
mean Monotype, although, as you discovered, they do seem to use "MT"
instead. The best bet is to post to comp.fonts asking who knows the
source of the font "MIonic", which may be anything from freeware to
a commercial product, but is more likely to be freeware.

It is vaguely possible that this is a Microsoft font, but I don't recall
having seen it.
