[WinMac] ie stuck on opening new window?

anyone experience this problem where ie refuses to open a new window, after
you click on an url?
i usually would like to right click and select "open link in new window".
it works with my nt server once, then it failed without any message. the
entire os went into a recursion after that (i have to kill ie process to get
out of it).
i thought it only happened on nt, now it happened to my win95. it does not
happened for new installation, only after a few weeks.

i didn't install netscape on my win95 that time (i thought netscape might be
the cause of this strange behavior), but now i have to install netscape and
stop using ie for it inconsistency on this issue.

ie for mac doesn't seems to have to problem.
