I've reviewed the Apple Description file for Apple Network Assistant 3.5
and it appears that it would work TCP/IP without AppleTalk. The document
states:

  With this all-in-one solution, you can provide assistance to end users
... all
  from a central location, and over both TCP/IP and AppleTalk networks.
  (Administration workstation must have connections to all applicable
networks.)

The last time I ran across somebody checking the enable routing box on one
of our NT servers the Macs couldn't mount the NT volumes on their desktops.
They couldn't even see them in the choose as options. Deselecting and then
restarting the server fixed this.
