I use Location Manager in exactly the way you describe. It works great.
The only other thing you may have to toggle is AppleTalk (inactive vs.
active), which is also available via the Control Panel.

If you don't like Location Manager and TCP/IP is the only thing you have
to switch, have you tried "TCPSwitcher?" It's available via the usual Mac
shareware outlets. I used it on MacOS 7.5.3 with great success. The only
downside is that depending on the changes you make to TCP/IP, you may
have to reboot after switching.
