[WinMac] WIN file locked/busy

On a Mac, when a file is locked or busy, dragging to the trash and rebooting
usually resolves the locking dilemma. (Remember the old *folder from hell?*
:-Z )

When I get a similar message on a WIN95 system (busy or in use), what can I
do to remove the lock?

How effective is SCANDISK?

What can SCANDISK do to fix file locking problems?

What techie things can you tell me about CHKDSK?
