Often, rebooting will work. If it's a busy file, ie: something in
Windows is using it, reboot into DOS and delete it there as nothing
should be locking it in DOS mode.

On network volumes, you'll have to use console utilities (such as Novell
Filer, or explorer _on_ the NT console...I had to do that just last
week.)

does, it does very well.

allocation sizes, etc. but mostly it's been superceded by Scandisk.
