I much prefer BBEdit on the Mac side for a text editor. It Doesn't
Suck(tm), and it does unix/DOS/Mac text conversions, as well as being a
good all around text editor for html, coding, or just reading Read Me files.

I seem to recall a Windows application called WebSnake that was quite the
comprehensive offline browser; it even included the relative link thing.
