I would be surprised if it is the License service which is preventing your
connections from occuring. I learned in Microsoft class that the license
service is only there for accounting purposes. In other words NT doesn't
check how many licenses you have before allowing connections, but auditors
might check how many licenses you have and bust you accordingly.
