[WinMac] Computer Purchase Question

I have looked through the FAQ and the Archives and haven't found what
I am looking for yet.

I am in need of a new machine to administer an NT 4.0 and Novell 4.0
Network from. This machine will also serve as a our graphics
workstation to develop our website and other multimedia files.

I administer a small network with 30 devices with a T-1 connection to
the Internet.

I am currently looking at a Dell Diminsion X-400 with 128 mb ram,
10+gb hard drive, 17" + monitor, DVD, etc.

Is this the best machine? Or should I buy a Mac?
