Thinking out loud here...

64MB of RAM sounds like it might be your problem. You did not mention how
your swap-space was configured. With only a 500Mb C drive you should
probably remove the pagefile from C and instead create ones on each logical
drive to spread the load.

Have you done anything with perfmon? This can be a valuable tool for finding
bottlenecks. Be care full though, the load induced by perfmon is an unknown
(but high) figure. I suspect that with such a little amount of DRAM your
disks are paging like mad, and since they are running out of space it only
makes it worse. Have you considered using a defragger? Do you know the state
of fragmentation you have?
