Outlook can't access our POP3 server

We have a client who can't access our Eudora Internet Mail
Server (EIMS) from home using Outlook on a PC.

Our Eudora (Mac & PC) users can access the server from
home, and the Outlook (PC) client can access the server
on-site. We have NOT yet tested having that client try
Eudora, or another person try Outlook.

My (un)educated guess is that has something to do with our
router, which has filters to limit traffic. There is a
filter which explicitly allows POP3 (port 110) traffic to
our EIMS server, but perhaps Outlook uses some additional
non-standard protocol that is blocked. This occurs to me
because we had problems with Fetch (other ftp programs were
fine) when the filters were put in place - which went away
when I checked 'Use PASV mode' in the Preferences menu.
