I'm a little late on this discussion, but if I understand it correctly
you are having permission problems copying web files to the IIS server.
I have encountered that the IIS server seems to lock the files
momentarily when the file has just been accessed. After x amount of time
it is released. When I encounter this I either A) wait, or B) stop the
Web server momentarily using the Internet Service Manager. A quick Stop
and Start will do it.
