Windows handles desktop pictures that are .BMP bitmap files and shows
them at startup, but if the desktop picture is a .jpg or .gif, it won't
show until IE loads, because those desktop pictures are actually handled
by IE. The cure is to convert the desired desktop picture to a bitmap
image. (Imaging should let you do that)
