        Brian,

Since cable modems use a bus topology instead of a star topology, the cable
system is bogging down during peak periods. Late afternoon is when the kiddies
play role games & download free music, while evening is when the adults
download their porno. In fact, here in the US over 40% of the Internet packet
traffic is porno.

The fact that you're seeing such high download speeds indicates that there's
no bandwidth throttling. When Excite@Home went TitsUp.Com and AT&T switched
their customers to their own network, individual download speeds were
throttled back to 1.5 megabits. Check DSL Reports at:
<http://www.dslreports.com> for more info.

        Cheers!
        Dan
