Just a quick search turned up the following.

You might have to convert it to a raster file format. I've never tried
importing an HPGL into Freehand but if it's just one or two files I've
got Freehand for Windows (and Macintosh) and would be willing to give it
a try. I have tried importing other vector file formats into Freehand
with rather limited success.
