    I made a bootable backup disk recently and I only saw the Make Disk Bootable option when I drug a volume onto toast, i.e. a whole Mac partition. When I was trying to make a bootable with Files, it didn't show. Drag a partition onto Toast, that has a valid System Folder, i.e. one that is blessed, and you should be good to go.
