[WinMac] Mac Volume locking up NT 4.0 server

We have a NT 4.0 server (Dual 266 processors) with a 4GB mac volume.
services for Macintosh are running, the server and the mac volume show up
in the zone, a macintosh machine can connect to the volume and start
copying files. The first couple of files Usually 65k-86k will copy over
but after that the NT Server locks up. <ctrl> <alt> <del> will not even
work.
The same thing happens no matter which Mac or macOS is being used. I
tried creating a Mac volume under 2GB but that did not fix the problem.
